This Policy sets out the general acceptable-use rules for the Bliim Platform. Certain features and products may be subject to additional restrictions under law, product-specific terms or the rules of third parties involved in providing them. A restriction applicable to one product does not automatically extend to other Bliim products or flows.
1. Purpose
This Policy sets out the acceptable-use rules for the Bliim Platform and the activities, transactions, conduct, industries and use cases that are prohibited or restricted. Its purpose is to protect users, Bliim, its partners and underlying financial or technology infrastructure against fraud, abuse, sanctions, unlawful activity, money-laundering and illicit-financing risk, exploitation, regulatory breaches and uses incompatible with the relevant product. The Policy forms part of Bliim’s contractual framework and is incorporated by reference into the General Terms of Use.
2. Scope
It applies to every person who applies for, accesses or uses the Platform or an enabled feature, including individual users and, where applicable, business users, cardholders, beneficiaries, originators, recipients, counterparties and other persons using a Bliim Account or enabled product directly or indirectly. It applies to wallet, stablecoins, conversion, transfers, cross-border, accounts or account details, cards, BliimPay/P2P, BChat, BLIIA and other enabled features without replacing product-specific terms.
3. Relationship with the General Terms and Third-Party Rules
Bliim’s General Terms of Use incorporate this Policy by reference and require the Platform to be used solely for lawful purposes.
Additional restrictions imposed by an issuer, financial institution, card network, account provider, payment provider, digital-asset provider or other third party apply only to the relevant product or flow unless Bliim expressly adopts a broader rule for a documented legal, security or risk reason. Mandatory law prevails in the event of conflict and, with respect to a function provided under a third party’s own responsibility, restrictions validly applicable to that function will apply.
4. Classification of Activities
A PROHIBITED activity may not be conducted through the product to which the prohibition applies. A RESTRICTED activity may be lawful but require licensing, enhanced verification, source-of-funds information, sanctions review, partner approval, limits or other conditions before enablement. An APPROVED FLOW is a use case specifically designed and authorized for a particular product. An activity prohibited by applicable law or sanctions cannot be approved through an internal exception.
PROHIBITED Not permitted in the relevant product or flow.
RESTRICTED May require additional conditions before enablement.
APPROVED FLOW Use case expressly enabled within a specific scope.
NOT APPLICABLE A restriction from another product or partner does not automatically extend.
5. Lawful Use and Product Purpose
Users must use Bliim only for lawful purposes compatible with the enabled functionality. A personal account may not be used as a third-party account, collection platform, money transmission business, merchant acquiring service, custodial service, escrow or other financial service for third parties unless that use case has been expressly enabled. Users may not conceal the true nature, counterparty, beneficiary, jurisdiction or purpose of a transaction.
6. Fraud, Deception and Abusive Practices
Bliim may not be used for fraud, scams, misrepresentation, impersonation, synthetic identities, account takeover, stolen credentials, refund or chargeback abuse, deceptive practices, fraudulent investment schemes or conduct intended to obtain money, goods, services or access through deception. Bliim promotions, referrals, incentives or campaigns may not be manipulated through abusive automation, false information or other means contrary to their rules.
7. Money Laundering, Illicit Financing and Control Evasion
Bliim may not be used for money laundering, terrorist financing, proliferation financing, layering, structuring, funnel accounts, money-mule activity, concealment of beneficial ownership, concealment of source or destination of funds, or mechanisms designed to avoid identity verification, monitoring, limits, third-party controls or reporting obligations.
8. Sanctions and Restricted Persons or Assets
Any use that violates economic, financial or trade sanctions or restrictive measures legally applicable to the relevant flow is prohibited.
Bliim may apply screening, verification and additional controls. A technology match or alert does not by itself mean that a person or asset is sanctioned; assessment will be carried out under applicable law, jurisdiction, ownership or control rules, licences, exemptions and the relevant product architecture.
9. Restricted Jurisdictions
Territorial availability depends, among other factors, on residence, location, product, partner, rail, network and applicable regulation.
Country or territory restrictions may vary by product. A jurisdiction being subject to enhanced monitoring by an authority or international standard-setter does not, by itself, mean that every person or activity associated with that territory is automatically prohibited; Bliim applies applicable legal requirements and risk controls.
10. Geographic Circumvention, VPNs and False Residence
Providing false information regarding residence, domicile, location, nationality where relevant, place of incorporation, operating location or other eligibility data is prohibited. VPNs, proxies, intermediaries, nominees or structures may not be used for the purpose of circumventing country gating, sanctions, product restrictions or regulatory controls. Legitimate use of privacy tools is not, by itself, a breach where it is not intended to evade controls.
11. Illegal or Controlled Substances
Transactions involving illegal substances, controlled drugs, unlawful drug paraphernalia, illegal pharmaceuticals or products designed to mimic prohibited substances are prohibited where the activity is unlawful or prohibited by product rules. Lawfully licensed activity may remain subject to additional restrictions. Cannabis, CBD and other products whose legality varies by jurisdiction are not automatically eligible merely because they are lawful locally.
12. Human Exploitation and Unlawful Sexual Content
Human trafficking, forced labor, exploitation, child sexual abuse material, child exploitation, non-consensual intimate content, unlawful sexual services and any activity based on coercion, abuse or exploitation are prohibited. Lawful-but-restricted adult-content categories will be treated according to applicable product or partner rules and are not automatically equated with criminal activity.
13. Stolen or Counterfeit Goods and Intellectual Property Infringement
The purchase, sale, distribution or facilitation of stolen, counterfeit, pirated, infringing or unlawfully obtained goods, software, content, credentials or intellectual property is prohibited. Bliim may not be used to fund or monetize activities whose primary purpose is infringement of intellectual-property rights. A legitimate commercial IP dispute is not automatically treated as fraud without sufficient facts.
14. Cybercrime, Dark Web, Malware and Unauthorized Access
Bliim may not be used for ransomware, malware, hacking, credential theft, unauthorized access, trade in stolen data, phishing, cyber-enabled fraud, illicit dark-web marketplaces or services designed to compromise systems or evade security controls. Bliim also may not be used to acquire access data or tools whose primary purpose is facilitating unlawful activity.
15. Personal Data, Data Brokerage and Unlawful Surveillance
Bliim may not be used to purchase, sell, scrape, transfer or monetize personal data obtained or processed unlawfully, deceptively or without authorization. Legitimate data-brokerage activity may remain subject to legal, privacy and product requirements. Acquisition or use of spyware, unlawful surveillance tools, credential databases or equivalent services for unlawful purposes is prohibited.
16. Weapons, Ammunition, Explosives and Hazardous Materials
Weapons, ammunition, explosives, munitions, fireworks, hazardous materials, toxic substances, controlled chemicals and other regulated goods may be prohibited or restricted according to law, jurisdiction and applicable product or program rules. Lawful activity is not made universally unlawful by this Policy, but it may be ineligible for a particular Bliim feature.
17. Gambling, Betting, Lotteries and Prediction Markets
Unlicensed or unlawful gambling, betting, lotteries, sweepstakes or prediction markets are prohibited. Regulated activity may remain subject to product, issuer, financial-institution, network or partner restrictions and may use a Bliim feature only where the relevant flow has been expressly enabled for that purpose.
18. Unauthorized Financial, Credit and Money Services
A Bliim account or product may not be used to provide third parties with money transmission, remittance, payment processing, digital-asset exchange, lending, credit, check cashing, collections, nested banking, nested payment processing or other financial services where the user lacks required authorization or the product does not permit that model. A lawfully authorized regulated business may remain subject to enhanced review or be ineligible for particular products.
19. Mixers, Obfuscation and Higher-Risk Digital-Asset Services
Bliim products may not be used for mixing, tumbling, obfuscation or other mechanisms whose material purpose is to conceal the source or destination of assets or evade sanctions or AML controls. Use of or interaction with privacy-enhancing technologies may be assessed according to purpose, legality and risk and will not automatically be treated as unlawful where a legitimate purpose exists.
20. Purchase or Exchange of Digital Assets Through Non-Enabled Products
Where a specific product prohibits its use to purchase or trade digital assets, that restriction applies only to that product. It does not invalidate wallet, stablecoin or conversion features that Bliim has expressly enabled under a separate architecture and specific terms.
Users may not use a product for a use case that has not been enabled.
21. Pyramid, Ponzi, MLM and Deceptive Promotion Schemes
Pyramid schemes, Ponzi schemes, fraudulent investment schemes, deceptive referral models, unlawful MLM and promotions involving fraud, misrepresentation or unfair or deceptive practices are prohibited. Legitimate Bliim referral programs are subject to their own terms, anti-fraud controls and limits. Promotions may not promise returns, regulatory approval or financial benefits without substantiation.
22. Political Campaigns and Contributions
Political campaign fundraising, donation platforms, PACs, election financing or political contributions may be prohibited or restricted by product or third-party rules even where lawful in a jurisdiction. They may not use a Bliim product unless the use case has been reviewed and enabled. This rule concerns transactional product capability and does not express a Bliim position regarding political ideas or affiliations.
23. Non-Profit Organizations, Charities and NGOs
Legitimate non-profit organizations, foundations, charities and NGOs are not prohibited as a class. They may require additional information, enhanced verification, beneficial-ownership review, source-of-funds review, sanctions or adverse-media review, or product approval where justified by risk or the applicable product architecture.
24. High-Value Goods, Precious Metals and Wildlife
Precious metals, gemstones, jewelry, bullion, high-value goods and wildlife-related activity may be subject to enhanced review or prohibition under law or product rules. Illicit trade in endangered species, protected wildlife, ivory, animal parts or other prohibited environmental goods is prohibited.
25. Pharmacies, Medicines, Telemedicine and Regulated Products
Unlicensed pharmacies, illegal pharmaceutical sales, prescription abuse and marketing of regulated products without required licences or controls are prohibited. Lawfully authorized healthcare, telemedicine or pharmacy providers may remain subject to product restrictions or enhanced review. This Policy does not authorize or validate a user’s medical or pharmaceutical practice.
26. Abusive Credit, Unlawful Collections and Predatory Practices
Predatory lending, deceptive credit repair, abusive debt services, unlawful collections and credit-related activity prohibited by law or product rules are prohibited. Lawfully authorized credit activity may nevertheless be ineligible for particular products or partners.
27. Third-Party Use, Account Lending and Money-Mule Activity
Users may not sell, rent, assign, lend or permit use of their Bliim Account, card, wallet, account details, credentials or verification status so that another person operates as though they were the account holder. Receiving or moving funds for third parties in a manner that conceals the true sender, payer, beneficiary or beneficial source is also prohibited. Legitimate representative, business-user or beneficiary arrangements must be expressly supported by the product.
28. Technical Manipulation, Abusive Automation and Security
Interference with APIs, authentication, limits, device controls, geofencing, transaction controls, monitoring, card controls or security features is prohibited, as are unauthorized scraping, malicious code, stress or abuse attacks, or use of bots to manipulate promotions, onboarding or transactions. Authorized written testing, approved security research and legitimate API integrations are governed by their specific terms.
29. Card-Specific Restrictions
Cards offered through Bliim are subject to spending prohibitions, merchant restrictions, geographic rules and program controls of the applicable issuer, processor, card network and other relevant participants. These restrictions may be stricter than Bliim’s general policy and may change under the program terms and notices. Users may not use the card for activities that the applicable program does not permit.
30. Account and Account-Details Restrictions
Local or virtual accounts or account details offered through Bliim are subject to restrictions of the underlying financial institution, account provider and other applicable participants, including limitations on jurisdictions, third-party funds or use, business models, prohibited activities or permitted receipt and use cases. Availability of account details does not authorize uses other than those enabled.
31. Wallet, Stablecoin and Conversion Restrictions
Wallet, stablecoin and conversion flows may use only expressly supported assets, networks, rails, counterparties and purposes. An enabled flow may not be used to provide unauthorized third-party services, evade sanctions or AML controls, interact with unsupported networks or assets, or execute a use case prohibited by the relevant product or provider.
32. BChat, BLIIA and Other Non-Financial Features
BChat and BLIIA are subject to their specific terms, privacy notices and use rules. This Policy also prohibits use of those features for fraud, impersonation, exploitation, illegal content, control evasion or coordination of prohibited activity. Specific content, artificial-intelligence or communications rules apply as an additional layer.
33. Information Requests and Enhanced Review
Bliim or the third party responsible for a product may request information or documentation reasonably necessary to determine whether activity is permitted, restricted or prohibited, including KYC/KYB, licences, source-of-funds or source-of-wealth information, evidence of business activity, purpose of use or transaction information. Insufficient information may prevent enablement or continuation of a feature without, by itself, constituting an allegation of unlawful activity.
34. Control Measures, Monitoring and Enforcement
Where there is a valid legal, contractual, security or risk basis, Bliim or the responsible third party may reject an instruction, limit functionality, place activity under review, suspend access, temporarily hold a transaction, block where legally appropriate, request additional information or terminate access. Bliim and its partners may use KYC/KYB checks, sanctions screening, transaction monitoring, fraud controls, device or IP signals, blockchain analytics, merchant or category data and other permitted controls to detect possible breaches. A system flag does not, by itself, constitute a final conclusion unless a legal or program rule requires automatic action.
35. Communications and Complaints
User communications will be clear and, where facts are not confirmed, will not attribute unlawful conduct solely because a review, alert or eligibility failure exists. Complaints are handled under the Complaints Policy and the applicable product or partner terms. Bliim will not disclose information where disclosure is prohibited by legal, sanctions, AML or security obligations.
36. Privacy and Minimization
Controls arising from this Policy are applied in accordance with Bliim’s Global Privacy Policy and Notice. Collection, use, sharing and retention of information must be limited to what is necessary for eligibility, risk, fraud, security, compliance, third-party obligations and legal requirements. Access to sensitive signals must be limited according to need and role.
37. Changes to this Policy
Bliim may update this Policy to reflect legal, regulatory, technology, product or third-party changes. The current version will be identified by version number and effective date. Where a material change requires notice, reacceptance or another user action under applicable law or terms, Bliim will implement the appropriate mechanism. Prior versions may be retained for traceability and compliance.
