PRINCIPIO CENTRAL / CENTRAL PRINCIPLE

Before the user confirms a transaction, Bliim will display the material pricing information applicable to the specific flow, including, where relevant, fees, exchange rate, spread or markup, known third-party charges, total amount payable and/or amount to be received by the recipient. Limits and pricing may vary by product, country, partner, rail, currency, asset, risk profile and market conditions.

1. Purpose and Scope

This Disclosure sets out the transparency framework applicable to fees, limits, quotations and foreign exchange associated with Bliim products and features.

It should be read with the General Terms, product terms, relevant provider terms and transaction-specific disclosures shown in the app.

2. Transparency Before Confirmation

Before confirming a transaction, Bliim will display, where relevant, the amount, fee or charge, exchange rate, spread or markup, known third-party charges, total payable and/or estimated or final amount to be received.

A feature will not be described as free or no-cost where a spread, markup, direct fee or other material cost applies.

3. Fee Categories

Charges may relate to funding, withdrawals, cross-border transfers, fiat-fiat or fiat-stablecoin conversion, cards, ATM, replacements, virtual/local accounts, P2P, blockchain/network fees and third-party services.

The inclusion of a category in this Disclosure does not mean a charge currently applies to every user or product.

4. Zero or Not Applicable Fee

Where a charge does not apply, Bliim may show zero, N/A or an equivalent indication, provided it accurately reflects the actual product.

The absence of a direct fee does not necessarily mean the absence of a spread, network fee, third-party fee or other cost.

5. Foreign Exchange (FX)

Where a transaction involves conversion, the interface will display the applicable rate before confirmation where appropriate.

The quotation may come from Bliim, a partner, financial institution, issuer, liquidity provider, network or other provider depending on the enabled architecture.

6. Spread and Markup

There may be a difference between a reference rate and the rate offered to the user. Where disclosure is required, the spread or markup will be presented clearly and consistently with law and product design.

Bliim will not describe a rate as interbank, wholesale, spot, market or another specific label unless the methodology supports that description.

7. Quote Validity

A quote may have limited validity. If it expires, or the amount, currency, asset or a material condition changes, the user may receive a new quote before confirmation.

Estimates will be identified as such where appropriate.

8. Rounding

Amounts, rates, fees and conversions may be subject to reasonable rounding rules based on currency, asset, rail, partner or technical precision.

Rounding will not be used deceptively or to hide a material cost.

9. Third-Party Charges

Intermediary banks, receiving banks, ATM operators, card networks, blockchains, custodians or other third parties may impose independent charges.

Where Bliim knows or should know those charges, they will be disclosed as required. Where they cannot be determined in advance and law permits, users may be warned that additional charges may apply.

10. Network Fees and Gas

Blockchain transactions may require network fees or gas, which can vary with congestion, network and technical conditions.

A network fee is not necessarily a fee charged by Bliim and may be paid or retained by the network, validator, partner or relevant provider.

11. Stablecoins and Digital Assets

Conversions involving USDT, USDC or other supported assets may include spread, conversion fee, network fee, partner fee or other costs shown in the flow.

A stablecoin's 1:1 reference does not guarantee that every conversion executes exactly at par or without cost.

12. Limits

Products may be subject to minimums and maximums per transaction, day, month, user, country, currency, asset, corridor, rail, card, wallet or risk profile.

Effective limits displayed in the app govern the specific transaction, subject to mandatory user rights.

13. Dynamic or Personalized Limits

Limits may vary with identity verification, KYC/KYB, history, risk, sanctions, fraud, partner capacity, regulation or operational controls.

Bliim may change limits for security, compliance, risk-management or partner reasons, subject to applicable law and terms.

14. Card Fees

Where cards are offered, issuance, usage, ATM, replacement, international-transaction or other fees depend on the program, issuer, network, country and applicable Card Terms.

A generic card fee will not be presented as universal where it depends on the specific issuer or program.

15. Cross-Border Fees

Cross-border transfers may involve a Bliim fee, partner fee, correspondent-bank fee, receiving-bank fee, FX spread or other charges.

Users will receive material available pricing information before confirmation where required.

16. Virtual/Local Account Fees

Virtual-account or local-account-details features may involve charges for receipt, payout, conversion, return, rejection or other events depending on the partner and rail.

Local account details do not by themselves imply the absence of fees or limits.

17. P2P / BliimPay Fees

Where BliimPay or P2P is enabled, the app will indicate whether a fee, limit, FX component or third-party charge applies before confirmation where relevant.

A P2P transfer with no direct fee may still involve costs associated with funding, withdrawal, conversion or blockchain usage.

18. Taxes

Where a tax, levy, VAT or other fiscal charge must be collected or disclosed, it will be shown or incorporated in accordance with applicable law.

Bliim does not provide personalized tax advice through this Disclosure.

19. Changes to Fees or Limits

Bliim may change fees, spreads, limits or methodology when costs, partners, product design, regulation, risk or market conditions change.

Where law or contract requires prior notice or acceptance, the applicable mechanism will be used.

20. Refunds and Fees

A transaction refund does not automatically mean that all fees, spreads, network fees or third-party charges will be refunded.

Whether a charge is refundable depends on the reason, product, partner, law and applicable procedure.

21. Pricing or Configuration Errors

If Bliim identifies a material pricing, fee, limit or configuration error, it may correct it in accordance with applicable law, terms and error-resolution procedures.

An error provision will not be used to override mandatory rights or arbitrarily change a valid transaction retroactively.

22. United States

In the United States, certain remittance transfers and other products may require specific disclosures of fees, exchange rates, taxes and amounts received under rules applicable to the responsible provider.

Bliim does not automatically hold itself out as a remittance transfer provider, bank or money transmitter merely because it displays a quote.

23. Colombia

In Colombia, fees, FX and limits will apply according to the product, provider, consumer-protection rules and, where relevant, financial or foreign-exchange regulation.

Bliim does not hold itself out as a supervised entity or foreign-exchange market intermediary unless expressly confirmed for the relevant product.

24. Mexico

In Mexico, applicable fees and limits depend on the product, responsible institution or provider, rail and user-protection rules.

Bliim does not automatically hold itself out as a Financial Institution or ITF merely because it displays pricing or integrates a partner.

25. Spain and the EEA

In Spain and the EEA, presentation of fees, exchange rates and pricing depends on the service, responsible entity and applicable regime, including PSD2, MiCA or consumer rules where relevant.

Bliim does not automatically hold itself out as a PSP, EMI, credit institution or CASP merely because it integrates third-party services.

26. Brazil

In Brazil, fees, spreads, FX, limits and charges associated with payments, Pix, virtual assets or other services depend on the responsible provider and applicable law.

Bliim does not automatically hold itself out as a Pix participant, payment institution, financial institution or authorized Brazilian virtual-asset service provider merely because it displays pricing or integrates a partner.

27. App and Website Presentation

Material pricing information must be shown at the user's decision point and must not depend solely on this Disclosure.

Where pricing is dynamic, the app will display the applicable quote before confirmation and, where relevant, its validity.

28. Evidence and Traceability

Bliim may retain the disclosure version, quote, rate, fee, spread, limit, timestamp, product, country, partner and amount shown to the user where necessary for audit, complaints or compliance.

29. Conditional Activation

This Disclosure is ready for publication as a general framework. Specific fee amounts, limits and quotes become applicable only when configured and approved for the relevant Product × Country × Partner route.

The absence of a fixed number in this document does not prevent the app from displaying the exact or applicable price before the user confirms a transaction.
