- Version
- 3.1 — General Agreement for Access to and Use of the Platform Effective Date: October 5, 2026 Last Updated: October 5, 2026 Contracting Entity: BLIIM GLOBAL LLC Trade Name: Bliim
IMPORTANT
These Terms govern the general relationship between you and Bliim with respect to access to and use of the Platform. Certain products or functionalities may be subject to specific terms, disclosures, policies and third-party conditions. The availability of a functionality depends on your jurisdiction, eligibility, the product architecture and the capability of the applicable partner.
1. Purpose, Scope and Acceptance
These General Terms of Use (the “Terms”) govern access to and use of the Bliim technology platform, including its mobile application, website, interfaces, functionalities and other technology services made available to the user (collectively, the “Platform”).
By creating an account, selecting the applicable checkbox or acceptance mechanism, accessing the Platform or using a functionality subject to these Terms, you confirm that you have had a reasonable opportunity to read them, that you understand them and that you agree to be bound by them, together with the policies, notices and specific terms incorporated by reference or presented for the product used.
Where applicable law requires separate consent, a specific electronic signature or direct acceptance of a third party’s terms, Bliim will use a separate mechanism. Acceptance of these Terms does not replace such acceptances.
If you do not accept these Terms, you must not create or continue using a Bliim account.
2. Contracting Entity and Nature of Bliim
The Platform is operated by BLIIM GLOBAL LLC (“Bliim” , “we” or “our”). Bliim provides a technology layer through which users may access functionalities of the Platform and, where applicable, products or services provided by independent third parties.
Bliim is not a bank, credit institution, card issuer, custodian of funds or regulated financial services provider merely because it facilitates technological access to a functionality. Bliim does not accept bank deposits or custody user funds for its own account.
Where a functionality includes an activity subject to financial authorization, licensing, registration or supervision, the allocation of functions and responsibilities will depend on the legal and contractual architecture of the product. Where that activity is provided or supported by an issuer, custodian, payment provider, financial institution or other enabled partner, that third party will perform the functions allocated to it under its capability, contract and applicable jurisdiction. Bliim will retain the responsibilities that apply to its own activities and obligations.
The identity and role of relevant third parties will be disclosed in the applicable specific terms, disclosures or product screens where appropriate. No reference to a product within Bliim shall be interpreted as a statement that Bliim performs a function reserved to a regulated third party.
3. Contractual Architecture and Additional Terms
These Terms govern the general relationship with Bliim. Certain functionalities may be subject to additional documents, including Card Terms, stablecoin or conversion terms, BChat Terms, Privacy Policy, Acceptable Use / Prohibited and Restricted Activities Policy, E-Sign and Electronic Communications Notice, Complaints Policy, fee disclosures and jurisdictional annexes.
Certain functionalities require the user to accept a partner’s terms directly. In that case, access to or use of the functionality may remain restricted until such acceptance and any verifications required by the third party are completed.
Acceptance of these Terms does not imply automatic approval for any product, partner, payment rail, asset, card, transfer or jurisdiction.
4. Available Services and Functionalities
Subject to country of residence, location, eligibility, verifications, technical availability and the capability of the applicable partners, the Platform may allow access to one or more of the following functionalities:
- Bliim Account: access to the Platform and enabled technology functionalities.
- Wallet: interface to view or use balances or assets associated with supported functionalities, in accordance with the product architecture.
- Bliim Card: access to a card program provided by the issuer and other applicable participants.
- Payments and Transfers: technological access to payment, sending, receiving or value-transfer functionalities through enabled partners.
- Cross-border: access to enabled international corridors in accordance with the product, partner and jurisdiction.
- Stablecoins and Conversion: access to supported stablecoin functionalities and, where enabled, conversion between supported assets and fiat currency.
- BChat: technology communication functionality integrated into the Platform.
- Additional Services: other functionalities progressively incorporated, subject to eligibility, availability and additional terms.
The appearance of a functionality in an interface, promotional material or technical version does not by itself constitute an offer or guarantee that it is enabled for the user.
5. Bliim Account and Eligibility
To create and maintain an account, you must meet the age, residency, identity and eligibility requirements applicable to your jurisdiction and to the products you intend to use. Unless a product or applicable law provides otherwise, the consumer service is intended for persons over eighteen (18) years of age.
You must provide complete, accurate, current and verifiable information and keep it updated. Bliim or the applicable providers may require additional information or documentation to verify identity, residency, eligibility, source or destination of funds where applicable, prevent fraud, manage risk or comply with legal or contractual obligations.
Opening a Bliim account does not imply approval for all products. Each product may be subject to additional requirements established by Bliim, the partner, issuer, network or applicable law.
Unless expressly authorized, you may not open duplicate accounts, use third-party identities, transfer your account, allow another person to operate under your identity or use a consumer account for business activities incompatible with the product.
6. Ongoing Verification, KYC, Sanctions and Risk Management
Bliim and the third parties involved in providing certain functionalities may conduct initial and periodic identity, eligibility, sanctions, fraud and risk checks. Where necessary, they may request updated information or reverification during the relationship.
Certain functionalities may be limited, delayed, rejected or suspended while a verification is being completed or where there are reasonable alerts related to fraud, sanctions, unlawful activity, security, a partner’s contractual obligations or requirements of a competent authority.
Where the law prohibits disclosure of the existence, scope or reason for a review, investigation or report, Bliim may refrain from providing additional information.
7. Territorial Availability and Geographic Restrictions
Bliim operates under a jurisdiction-based availability model. The availability of an account or a partner in a country does not mean that all functionalities, assets, cards, payment rails, corridors, transfers or services offered through Bliim are available in that territory.
Availability may depend, among other factors, on country of residence, location, product, partner, issuer, payment rail, corridor, supported asset or network, onboarding requirements, sanctions restrictions, risk controls, payment-network rules and applicable law.
Bliim may enable, limit, geoblock, suspend or withdraw a functionality by territory where necessary to comply with legal, regulatory, contractual, operational or risk requirements.
No communication from Bliim shall be interpreted as a universal offer or as a statement of global availability of all products.
8. Wallet and Display of Balances or Assets
Where the Platform displays a wallet, balance, asset or position associated with a functionality provided through a third party, Bliim may act as a technology interface for access and display. The legal nature of the balance or asset, the entity that holds it and the conditions of availability will depend on the product and the applicable partner.
Unless expressly stated in specific terms, the display of a balance within Bliim does not mean that Bliim maintains a bank deposit, directly custodies funds or guarantees the value, availability or convertibility of an asset.
Deposit, custody, holding, settlement, conversion or transfer functions requiring regulated capability will be performed by the applicable third party in accordance with the relevant architecture.
9. Bliim Card
Access to a Bliim Card, where available, will be subject to specific program terms. Issuance, eligibility, limits, authorizations, use, transactions, fees, disputes, chargebacks, suspension, termination and other conditions will be governed by the Card Terms and the terms of the issuer and other applicable participants.
The card will be available only to eligible users and territories. Acceptance depends on the payment network, participating merchants, risk controls, issuer rules, territorial restrictions and other program conditions. Bliim does not guarantee universal or global acceptance.
In the event of a conflict regarding a matter exclusively related to the card, the Card Terms and any mandatory conditions applicable to the program will prevail.
10. Payments, Transfers and Cross-Border Transactions
The Platform may facilitate technological access to payments, sending, receiving or transfers of value provided through enabled partners. Initiation of an instruction does not guarantee its final execution.
A transaction may be subject to verifications, limits, corridor availability, operating hours, liquidity, fraud and compliance controls, partner rules, intermediary banks, networks, payment systems and applicable law.
Where permitted, a transaction may be rejected, delayed, held, reversed, cancelled or placed under review. Times displayed are estimates unless the product expressly states a binding timeframe.
Before confirming a transaction, the user must carefully review the beneficiary, amount, currency, network, address, account, country and other relevant information. An instruction executed in accordance with the information provided by the user may be irreversible or difficult to recover.
11. Stablecoins, Conversion and Blockchain Networks
Bliim may facilitate technological access to functionalities using stablecoins or other expressly supported assets, only where the functionality is enabled for the user and the relevant jurisdiction.
Bliim does not provide investment advice or represent that a stablecoin is an investment, bank deposit or risk-free asset. Bliim does not itself guarantee the peg, value, liquidity, convertibility or redemption of an asset issued or administered by a third party.
Supported assets and networks may vary. The user must use only the assets, addresses and networks expressly enabled for the transaction. Sending to an unsupported network, address or asset may result in irreversible loss.
Blockchain transactions may be subject to congestion, network validation, forks, failures, fees, finality and other events beyond Bliim’s reasonable control. Execution, conversion, custody or settlement will be attributable to the applicable partner according to the product.
Where applicable, the specific stablecoin or conversion terms will set out additional risks, pricing, spreads, fees, limits, supported networks, third-party responsibility and complaint mechanisms.
12. Fees, Exchange Rates and Costs
Applicable fees will be disclosed before they become payable or through the applicable disclosure. Where a transaction involves conversion, exchange rates, spreads, network charges, third-party fees or other product-related costs may apply.
The displayed rate or price may be valid for a limited period. If it changes before confirmation or execution, the Platform may require a new acceptance.
The specific economic terms of a product will be set out in its terms or fee disclosures and are not deemed replaced by these General Terms.
13. Permitted Use and Prohibited Activities
You must use the Platform solely for lawful purposes and in accordance with these Terms, applicable law and Bliim policies.
The Acceptable Use / Prohibited and Restricted Activities Policy form part of the contractual framework. Additional restrictions imposed by an issuer, partner, network or provider in relation to the product used will also apply.
Without limiting those policies, it is prohibited to use the Platform for fraud, sanctions evasion, money laundering, illicit financing, exploitation, impersonation, abuse, manipulation, unauthorized access, unlawful activity or any use intended to circumvent eligibility, security or compliance controls.
14. Account Security
You are responsible for keeping under your control your credentials, devices, PIN, codes, authentication mechanisms and other security elements. You must not share them or allow third parties to use your account.
You must immediately report any unauthorized access, loss of credentials, device compromise, suspicious activity, lost or stolen card or other security incident through the enabled channels.
Bliim may apply enhanced authentication, biometrics, one-time codes, device binding, limits, session controls, fraud monitoring or other security mechanisms where available and legally permitted.
15. Privacy and Personal Data
The processing of personal data is governed by Bliim’s Privacy Policy and by additional notices applicable to certain products, technologies, providers or jurisdictions.
Bliim may share the necessary data with providers and partners to provide services, verify identity, execute instructions, prevent fraud, manage risk, provide support and comply with legal or contractual obligations, in accordance with the Privacy Policy and applicable law.
Where a functionality requires a third party to process data as an independent controller or under its own terms, the user will be informed through the applicable notice or document.
16. BChat and Communications Within the Platform
BChat is a technology communication functionality integrated into the Platform. Its use will be subject to these Terms, the Acceptable Use Policy and any applicable specific terms.
The user may not use BChat for fraud, threats, exploitation, distribution of illegal content, circumvention of controls, sanctioned activity or any other prohibited conduct.
Encryption, storage, retention, access and information-processing features will be described solely in accordance with the technical architecture actually implemented. Bliim will not make end-to-end encryption claims unless that feature has been technically implemented and validated.
17. Electronic Communications and Signature
Communications relating to the account and services may be delivered through the Platform, email, electronic notifications or other enabled channels.
Where applicable, consent to receive documents electronically and to use electronic signatures or records will be governed by the Bliim E-Sign and Electronic Communications Notice and obtained through the applicable mechanism.
The user is responsible for keeping contact information current and having reasonable means to access electronic communications.
18. Support, Errors and Complaints
Bliim will provide support channels for inquiries relating to the Platform. A support request does not necessarily constitute a formal complaint.
Formal complaints will be handled in accordance with the Complaints Policy and, where applicable, the specific terms of the product or partner. If a complaint legally falls within the responsibility of an issuer, custodian, payment provider or other third party, Bliim may facilitate its routing without thereby assuming the obligations of that third party.
Mandatory complaint, error-resolution, chargeback or consumer-protection timeframes, rights and mechanisms applicable to a jurisdiction or product will prevail over any inconsistent provision of these Terms.
19. Suspension, Restrictions and Termination
Bliim may limit, restrict or suspend an account or functionality where there is a breach of these Terms, reasonable suspicion of fraud or unlawful activity, a security risk, sanctions, a legal or regulatory requirement, a contractual obligation to a partner, a legitimate instruction from an issuer or network, or where reasonably necessary to protect the Platform and its users.
Where legally possible and reasonable, Bliim will inform the user of a suspension or termination and of available steps. Information whose disclosure is prohibited or could compromise controls, investigations or security will not be provided.
The user may request closure of the account subject to outstanding obligations, investigations, legally required retention and processes necessary to complete or resolve products provided by third parties.
Termination of the Bliim account will not extinguish validly incurred obligations or replace closure procedures for a product subject to specific terms.
20. Amendments, Availability and Continuity
Bliim may develop, modify, replace, suspend or withdraw functionalities for operational, technological, commercial, legal, regulatory, security or third-party-related reasons.
Where an amendment to these Terms or to a product is material, Bliim will provide the notice required by applicable law and, where appropriate, request a new acceptance.
Bliim does not guarantee that the Platform will be permanently or uninterruptedly available. Maintenance, interruptions, failures of providers, networks, infrastructure or communications, or events beyond Bliim’s reasonable control may occur.
21. Liability and Allocation of Risk
To the maximum extent permitted by applicable law, Bliim will be responsible for obligations directly attributable to the technology services it provides and will not assume obligations that legally or contractually belong to issuers, custodians, banks, payment networks, merchants, regulated providers or other independent third parties.
Bliim will not be liable for losses arising exclusively from incorrect information or instructions provided by the user, unauthorized use attributable to the user’s failure to comply with security duties, the unavailability or decision of an independent third party, failures of external networks or blockchain, or events beyond Bliim’s reasonable control, except where applicable law provides otherwise.
To the maximum extent permitted by law, Bliim will not be liable for indirect, incidental, special or consequential damages that were not reasonably foreseeable at the time of contracting. This exclusion will not apply where prohibited by mandatory consumer-protection rules.
Nothing in these Terms excludes or limits liability for fraud, willful misconduct, gross negligence where it cannot be waived, death or personal injury where applicable, or any other liability or right that cannot validly be excluded or limited.
22. User Liability for Unlawful Uses
To the extent permitted by applicable law, the user will be responsible for direct damages reasonably caused to Bliim by fraud, deliberate misrepresentation, unlawful use of the Platform, intentional infringement of third-party rights or material breach of these Terms.
Nothing in this section imposes on the consumer any indemnity or waiver that is prohibited, disproportionate or unenforceable under applicable mandatory law.
23. Intellectual Property
protected elements.
Bliim and its licensors retain all rights in the Platform, software, interfaces, designs, trademarks, content, documentation, APIs and other These Terms grant the user only a personal, limited, revocable, non-exclusive and non-transferable right to use the Platform for its intended purpose and while maintaining a valid account.
Except where legally or expressly authorized, the user may not copy, modify, distribute, sell, sublicense, reverse engineer, interfere with, automatically extract data from, or use the Platform to develop or train products that infringe the rights of Bliim or third parties.
24. Third-Party Services, Links and Content
The Platform may integrate third-party services, content, networks, app stores or links. Such third parties may be subject to their own terms and policies.
Bliim does not control the independent decisions of such third parties and does not assume their obligations, except to the extent otherwise provided by law or an applicable contract.
25. App Stores
If you download the application from the Apple App Store, Google Play or another authorized store, the terms of that store may also apply. The store terms govern the relationship between you and the store; these Terms govern your relationship with Bliim in relation to the Platform, without prejudice to any rights granted to you by applicable law.
26. Specific Terms and Order of Precedence
Where a product is subject to additional terms, the following order will apply only to the extent necessary to resolve an inconsistency: (i) applicable mandatory law; (ii) the product-specific terms with respect to that product; (iii) the issuer’s or provider’s terms with respect to obligations that legally belong to that third party; (iv) the applicable jurisdictional annex; and (v) these Terms with respect to the general relationship with Bliim.
A special provision prevails only with respect to the subject matter it governs. The remainder of these Terms will remain in effect.
27. International Users, Governing Law and Disputes
Bliim may offer different functionalities to users located in different jurisdictions. Nothing in these Terms is intended to exclude mandatory rights applicable to the user that cannot validly be limited by contract.
Governing law, forum, arbitration, complaint mechanisms and procedural rights may be defined through the applicable jurisdictional annex. Where consumer-protection law grants the user mandatory jurisdiction or forum rights, those rights will remain in effect.
Dispute-resolution mechanisms established in specific terms for products provided by third parties will continue to apply to matters relating to those products.
28. Assignment and Corporate Changes
The user may not assign rights or obligations under these Terms without Bliim’s authorization or where the law grants that right.
To the extent permitted by applicable law and subject to prior notice where required, Bliim may assign or transfer these Terms as part of a reorganization, financing, business transfer, merger, acquisition or change of provider, provided that such transfer does not reduce the user’s mandatory rights.
29. Force Majeure and Events Beyond Reasonable Control
Neither party will be liable for delays or failures caused by events beyond its reasonable control to the extent permitted by law. These may include widespread failures of telecommunications, power, networks, payment systems, blockchains, critical providers, acts of authorities, natural disasters, conflicts, third-party cyber incidents or infrastructure interruptions.
This clause does not limit obligations that applicable law imposes even in such circumstances.
30. Entire Agreement, No Waiver and Severability
These Terms, together with the policies incorporated by reference, specific terms and applicable annexes, constitute the contractual framework governing the relationship and products used.
If any provision is invalid or unenforceable, it will be interpreted or limited to the extent necessary to preserve its lawful purpose, and the remaining provisions will continue in effect, unless applicable law provides otherwise.
Failure to exercise a right does not constitute a waiver. A waiver will be effective only to the extent expressly stated.
31. Language
Bliim may make these Terms available in different languages. Where applicable law requires a local-language version to prevail, that version will apply. In all other cases, any rule of language precedence must be expressly stated in the applicable document or annex.
Translations are provided to facilitate understanding and must not be used to reduce any mandatory rights of the user.
